(i) Regional Passport Office, Bhubaneswar :- Passport applications, received in Regional Passport Office, Bhubaneswar are sent for verification in the prescribed form to the Office of DCP, Bhubaneswar/DCP, Cuttack, as the case may be. The DIB Section of the Offices of DCP, Bhubaneswar/Cuttack processes these applications and sends them to the Police Station, having jurisdiction over the place  of residence of the applicant for necessary verification of  his/her character and antecedents,  permanent and present address of the applicant etc. On completion of  verification,  the applications are returned to the Regional Passport Officer, Bhubaneswar  by the office of DCP Bhubaneswar/ Cuttack.

(ii) Other Passport Offices of India :- Passport applications alongwith attestation forms  are sent by Regional Passport Offices of states, other than Odisha, for verification. Such verifications are handled by the Verification Cell of Police Commissionerate Hdqrs., Bhubaneswar which processes them and sends it to  the  Police Station. On completion of  verification, the concerned  P.S returns the form to DCP Bhubaneswar/Cuttack, who, in turn, sends it to the Verification Cell, Commissionerate Hdqrs., Bhubaneswar  for onward transmission to Passport Officer.

Service Verifications forms are handled by the Verification Cell, Police Commissionerate Hdqrs., Bhubaneswar. Verifications for Govt. jobs is done free of cost. A sum of Rs.50/- (Rupees fifty only) per candidate is required to be deposited as fees for verifications submitted by individual applicants and those referred to by private Corporations/Companies / local bodies etc. The fees can be deposited in the local Treasury under Head of Account "0055-Police-103-Fees, Fines and Forfeitures-0014-Collection of Fees & Fines-02024-Collection of receipts towards Fees, Fines & Forfeitures" or in cash or in the shape of Demand draft/ IPO addressed to ACP (DDO), O/o Commissioner of Police, Bhubaneswar-Cuttack.

The  application forms  are sent to the concerned  police station having jurisdiction over the place of residence of the applicant for necessary verification of  his/her character and antecedents, permanent and present address  etc. On completion of verification, the concerned P.S returns the forms to DCP Bhubaneswar/Cuttack, as the case may be, who in turn, sends them to Commissionerate Hdqrs., Bhubaneswar for onward transmission.

Police Verifications of individual applicants for Visa, NOC for the purpose of training, tenders, participation in state level functions, national/international Sports events etc. is dealt with by the Verification Cell, Commissionerate Headquarters, Bhubaneswar on payment of a sum of INR 50/-(Rupees fifty only) by cash or through Treasury Challan/IPO/Demand draft.

In exercise of  powers conferred by Section 25 of the   Private Security Agency (Regulation) Act, 2005, the State Government has framed Odisha Private  Security Agencies Rules, 2009, Accordingly,  applications  of such individuals who propose to operate a Private Security Agency  in the jurisdiction of Police Commissionerate, Bhubaneswar-Cuttack are sent by the Home Department, Govt. of Odisha, Bhubaneswar to the office of Commissioner of Police, Bhubaneswar-Cuttack for  verification of antecedents of the Agency as well as of its applicants/partner(s)/Director(s) in the requisite form and  for furnishing a ‘No Objection Certificate’ after due verification,  as per the guidelines stipulated in Odisha Private Security Agencies Rules, 2009, which include the following :-

A)  Rule No.- 3 Sub-section-4 (i) - Whether the applicant earlier operated any Agency, either individually or in partnership with others and if so, the details thereof; and (ii)- whether the applicant possess any special qualification or skill, which may facilitate his operation of the Agency.

B) Rule No.- 9 (2) - Verification of the training and skills imparted to the private security guards and supervisors of the Agency.
